Here are this year's guidelines for law enforcement in the East Hastings district. Follow these guidelines to insure maximized efficiency. Not all criminal activity can be stopped in East Hastings, and though some employees will feel the need to go after dangerous and unprofitable leads, it is best if you keep that to a minimum. Emphasize the risk of responding to gangland shootings and crime originating from the worst part of the city. Our main priority is to make the business district and the respectable half of East Hastings stay a desirable place to live.

Please pass out the attached Vancouver Metropolitan 2042 Handbook to your employees.

VANCOUVER METROPOLITAN 2042 HANDBOOK
COMPACT EDITION


1. Weapons

The following firearms are considered LEGAL throughout Vancouver Megacity with a will-issue permit:

  • J20-C (.45 Auto 8-round capacity semi-automatic handgun)
  • X5 Revolver (.454 Casual single-action revolver)
  • GCTG 222 (.38 semi-automatic cylinder-fed handgun)


The following firearms can be considered LEGAL throughout Vancouver Megacity with a valid-use permit:

  • N8 (.44 Magnum semi-automatic handgun)
  • R&K .40 (.40 semi-automatic handgun)
  • BC (.40 long-barrel semi-automatic handgun)
  • X8 Revolver (.500 High Velocity double-action revolver)


All other weapons are considered ILLEGAL unless a special access permit is present for the firearm.


Here are the levels of severity;

LEVEL I - Legal weapon without proper permit.
Weapon should be confiscated and a pamphlet should be given on how to acquire a permit if the offender ever wants to arm themselves again.

LEVEL II - Valid-use weapon without proper permit.
Weapon should be confiscated and the offender will be fined a flat rate of $500 for each illegal weapon confiscated.

LEVEL III - Illegal weapon without special access permit.

Weapon should be confiscated and the offender will be brought in for questioning, fined a flat rate of $1500 for each illegal weapon confiscated, and receive a sentencing of up to 15 years in prison.

LEVEL IV - Suppressed weapon without special access permit.

Weapon should be confiscated and the offender will be brought in for questioning, fined a flat rate of $2500 for each suppressed weapon confiscated, and receive a sentencing of up to 20 years in prison.

2. The Vancouver Metropolitan Police Force Decree against Organized Crime

To stop low-life thugs from organizing and terrorizing Vancouver Megacity, there are certain measures available to all units.

A) Plea Deals.
If a suspected member of a gang is brought in for questioning and can be sentenced on a charge, be it for drugs, illegal weapons, or anything of that sort, plea deals can be offered.

An attempt should be made to 'flip' the offender, so that they can be released with a wire or similar to provide evidence against higher-ups in their crew. An attempt should be otherwise made to insure their witness testimony against another gang member.

Working with the police through plea deals should wipe the offender's slate clean, depending on how much help they provide. Exceptional 'flipped' witnesses should be offered employment at the firm.

B) Surveillance.
If a detective has suspicion involving a person, they may issue a surveillance warrant which will allow employees to set up a wire-tap or video camera or both in a specific location. This can remain up for a month, before the warrant has to be renewed.

3. Other Crimes & Sentences


Assault - 2 years or a fine determined by the victim.

Theft & Robbery - 5 years or a fine determined by the victim.

Possession of Drugs - 5 years.

Armed Robbery - 20 years or more.

Gunrunning - 20 years, or a fine determined by the firm followed by house arrest.

Drug Dealing - 20 years, or a fine determined by the firm followed by house arrest.

Rape - Life.

Murder - Life.
